Prisoner Exchange Program

During the War of 1812, American merchant ship owners fell upon an effective plan to force the release of sailors seized by the Royal Navy. It way have been part of the reason why the issue was never resolved formally in the Treaty of Ghent that ended the war.

American merchant captains quickly out fitted their ships as privateers, capturing both British ships and crews. Owners would then refuse to release captured British crews until specific American sailors who had been in their employ were released.
