Officer's Candidate School

Having no regular army staff, Maj. Gen. Dearborn's plan was to appoint general staff officers from the local militias, a plan that had worked effectively in the Revolution. But the situation had changed. Officers above lt. Colonel in the state militias were appointed along party lines. Party loyalty, social standing and wealth were thought to be able to overcome any lack of military experience.

It didn't.

Basically, at this point in our evolution as a state we had inherited the worst parts of the British system of officer favoritism, being a former British colony. This is a good example of the evolution of the United States as an equalitarian state.
